From Hell on Wheels (s02e05). I don't know if any women in the 1870's wore this sort of knee boot over trousers look (with fetching hat and vest). But I do know that in 1977 a lot of women did.

As I've said before I'm fond of the work the costume department did dressing Dominique McElligott in Hell On Wheels. This is a compilation of episodes 4,7,9 and 10 all from season 2. They killed her off and as far as I've seen no one's filled her boots.

Dominique McElligott dressed like this for much of season 2 of Hell on Wheels (this is S02e06). The best kind of cowboy boot goes over the knee (of course), see The Plainsman for an example. That being said, I think the costume designer did an outstanding job. I find a lot to like in "Lily's" wardrobe.
